Until such talks begin, the vast majority of news stories deal with the threat posed by the enemy and the ongoing confrontation. Once negotiations have begun editors must retool in order to cover a different type of news story. Journalists with knowledge and experience in diplomacy, for example, will become more important than those who have spent their careers covering the military beat.

The major question being asked is how often do the news media take the lead in such stories. 21 In addition, as Entman (2003) points out in his work, even when the news media do initiate independent positions, unless they are “picked up” by a serious political force such ideas are unlikely to spread.
