This was designed to completely shutdown air supplied to zones with low or no occupancy demand for heating or cooling. This allowed energy saving as conditioned dilution air was not delivered to zones during their low demand periods. The result is that air within certain zones became “aged” or stale and stuffy. It also put the system out of balance and imposes part load operating conditions on the air handling and refrigeration system. The more subtle, but more disastrous consequence from an IAQ standpoint, is that contaminants remaining in the space tend to deposit onto and into fleecy and porous surfaces.

Because of the special needs of the health care facility and the unique aggressiveness of this communicable disease, the Centers for Disease Control and Prevention (CDC) issued definitive mechanical and operational guidelines for the control and prevention of TB. This protocol included administrative measures, such as work practices, education and training, and TB screening of health care workers. Further, additional tiers of the recommendations include engineering measures such as filtration, pressure barrier relationships and UVGI, as well as personal protection for the health care worker.

Unfortunately, this label was not only misleading, it was inadequate in providing a full explanation for the issue. It resulted in the focus of blame on ventilation and its inherent energy cost as being the “cause all”—”fix all”—of indoor air quality (and this misconception still prevails in the “Green Building” movement). This is simply not the case, then or now. In fact, increased ventilation in some instances will not help the problem, and could even make matters worse without a fuller understanding of the Indoor Air Quality in Retrospect 19 complex causes of IAQ problems.
