Brigalia Bam had been working with the YWCA in Johannesburg and had attended the All African Youth Assembly in Nairobi in 1962, organised by her predecessor at the Women’s Desk, Madeleine Barot. She attended the inauguration of the All Africa Conference of Churches in Kampala in 1963 as a youth delegate. The conference had a profound eﬀect on her life. In 1996 the General Secretary of the South African Council of Churches (SACC) in Johannesburg, she recalled how she was part of a youth group that had gone the year before .
The idea of the Circle came from many diﬀerent sources. Part of its genesis lay in the work of the Program for Theological Education (PTE), (now incorporated into the WCC under the direction of Professor John Pobee); part in the Conference of African Theological Institutes (CATI), which located ﬁnance for the further training of women theologians (Kalu 1997). There were thirty women participants at the Ibadan conference, some with their ﬁrst degrees in theology, others in linguistics, most involved in education, translation work, administration or healthcare.
Ecumenical liaison in western Christianity between women was now in place. Women continued to be poorly represented in the WCC despite the recommendations of the CLWWC at Amsterdam in 1948 that a ‘greater number of women be chosen to serve on the commissions, the major Committees and the Secretariat of the WCC’ (Visser’t Hooft 1949: 149). On the Central Committee, the body which guides the WCC between Assemblies, only two out of a potential ninety places were given to women in 1948, rising to four out of one hundred at New Delhi in 1961 and, even at Uppsala, reaching only six out of one hundred and fourteen (Hammar 1988: 529).
